A widow in Richland, WA wanted to add a bedroom and bathroom to her home. The city tried to force her to pay $60,000 to widen 400 feet of the street that ran in the back of the property as a condition of issuing her a building permit. The city claimed her development would have an impact on the road. The property owner filed an inverse eminent domain action in federal court claiming the city violated her constitutional rights by imposing unreasonable conditions on her project. The city agreed to change its ordinance.
